The Readjustment Counseling Service is recruiting for a Vet Center Director at its local Oklahoma City, Oklahoma, Vet Center. The duties and responsibilities of this supervisory position are carried out throughout the Oklahoma City Vet Center, which is a community-based counseling centers that provide eligible Veterans, active duty service members, and their families with direct readjustment counseling, community outreach, and referral and care coordination with VA and community resources. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. In addition, individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Experience may include: Progressively complex experience equivalent to at least the next lower grade (GS-11) which includes providing significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below; administering professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; delivering independent and expert clinical psychosocial and case management services in a specialized area of practice to Veterans who tend to have serious and severe crises, may lack any familial and community support, may be poor self-monitors, may frequently fail to comply with instructions and treatment, or may have major deficits in coping skills and require continuing professional psychological support with or without program coordination responsibilities. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. In addition, candidates must demonstrate all of the following Knowledge, Skills, and Abilities (KSAs): Ability to independently organize work, set priorities, and meet multiple deadlines Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Duties of the Supervisory Clinical Social Worker serving as the Oklahoma City Vet Center Director and licensed professional at the advance practical level with knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement include but are not limited to: Supervising a multidisciplinary staff composed of clinical and administrative team members, whose primary mission is to provide direct readjustment counseling to eligible individuals in the areas of suicide prevention, crisis intervention, short- and long-term treatment for symptoms associated with Post-Traumatic Stress Disorder, and readjustment issues; Planning, developing, implementing, coordinating, monitoring, and evaluating professional services rendered by subordinates; Setting guidelines and establishing intervention strategies/treatment priorities for individual, group, conjoint and families employing varying clinical and therapeutic modalities; Conducting Performance Based Interviews (PBI) and determining selection processes to ensure fair and equitable recruitment of qualified, high achieving, and well prepared applicants; Developing networks and working relationships external to the Oklahoma City Vet Center and the Department of Veteran Affairs with Veteran service organizations, community based agencies, and mental health organizations to enhance service delivery and develop referrals of Veteran clients to appropriate care; Serving as a consultant and subject matter expert to programs and resources external to the Vet Center on matters of readjustment needs of Veterans; Creating, implementing, and measuring market penetration of Vet Center services through a comprehensive outreach plan for the primary service area; Ensuring fiscal/budget management, in compliance with applicable RCS and VHA policies and procedures as an approving official for time & attendance reports, leases/contracts management, staff local travel, Government Purchase Card (GPC) purchases, etc.; and Screening/assessing of Veteran clients, treatment planning and goal setting, referral to service providers, development of a resource file, Veteran advocacy, crisis intervention, education/health promotion, coordination of non-institutional and institutional services, and individual/group counseling.
