Job SummaryNavos provides affordable housing to our clients and clients of other mental health agencies through a variety of public and private funding including HUD 202 - Section 8, Section 8 vouchers from the King County Housing Authority, Shelter Plus Care Program, the State of Washington, City of Seattle and the Department of Commerce housing programs. The housing specialist works in partnership with Navos case managers within all clinical programs available to provide services assisting in maintaining or retaining housing to meet the needs of our clients/residents. Navos Housing Department supports and maintains 200 properties within West Seattle to Auburn. They include single-family homes, group homes and independent apartment style living. This position is one that requires focused independent working while at the same time being open to completing projects as a team. Strength in organizational skills, welcoming interpersonal skills as there is daily interaction with a wide variety of Navos team members and Navos tenants. Screen and interview prospective residents in partnership with case management.
Screen new residents in accordance with program policies, enter into lease contracts, and complete move in paperwork with residents.
All resident file details regularly updated and accurate. Resident rents, process initial, interim, and annual re-certifications, income and household eligibility or change information, while maintaining all information using current property management platform.
Resident relations including completely and thoroughly responding to resident issues and concerns.
Effectively implementing conflict resolution, landlord/tenant law, Fair Housing, Shelter Plus Care program compliance and HUD regulations.
Notify Case Managers of problem resident behaviors and help develop appropriate solutions. Keep case managers informed regarding rent changes, resident issues and non-compliance issues.
Provide Case Managers and clients with information about housing options within and outside the agency.
Prepare and distribute all tenant notices (i.e.: inspections, policy changes, etc.).
Work with Resident Managers to get tenant legal notices posted or delivered to tenants.
Prepare and facilitate the distribution of subsidy termination, tenancy termination warning and tenancy termination notices.
Responsible for processing all tenant terminations collaborating with Housing Department Manager and the Navos legal services.
Monitor and enforce Navos compliance with subsidy policies and procedures.
Monthly review of all tenant files in preparation for annual reviews/audits by all outside contracts.
Complete successful in person reviews/audits with all outside contracts along with Housing Department Manager.
Responding to all contract audit findings in the required time along with WBAR reporting maintenance.
Monthly in person property walks with resident managers, or Housing Team Member.
Assist with preparations for successful quarterly and annual contract inspections for all properties.
Run monthly and quarterly EIV required reporting and ensure logs are updated.
Attend all meetings/trainings required to maintain compliance with all contracts.
Follow organization infection control policies and procedures. Supervisory ResponsibilitiesThis position has no supervisory responsibilities.Minimum Position Requirements
Two years of experience in property management, delivery of housing or social services, community organizing, or experience commensurate with responsibilities outlined above.
Must have at least one year experience with HUD Housing, HUD 202 and COS experience is preferred. Knowledge of the Shelter Plus Care Program, and Low Income Tax Credits.
Familiarity with Landlord Tenant Law and its application.
Committed to the empowerment of low-income and/or special needs clients specific to the Navos Mental Health community.
Excellent communication skills that are professional yet approachable having ability to connect with a diverse community. Experience quality written communication and telephone skills.
Must have excellent multitasking skills while executing reliable organization.
Must be competent in the most current computer software, Word, Excel, Outlook, and MS Teams. Preferred to have experience with HUD, WBAR, and Property Management platforms.
Must have transportation, auto insurance coverage, valid driver's license, and be willing to travel to agency properties.Physical Requirements & Disclosure of Risks Some lifting (up to 30 lbs.); the ability to sit or stand at a desk completing daily computer tasks, driving to properties with walking around up and down stairs at properties. #LI-JG1
